PUBLIC HEARINGS 20240610

The mayor called for a public hearing on Monday, June 10, 2024 beginning at 5:45 p.m. at the Village of Harrisonburg Town Hall to allow comments and obtain views on Ordinance #20240516 – Salaries of Elected Officials: To discuss an increase in the Chief of Police’s Wages. The compensation for a full time Chief of Police shall be $41,600.00 per year. The Chief shall be paid Bi-Weekly at $20.00 per hour or $1600.00 Bi-Weekly. Mayor Tubre gave the invocation and led the Pledge of Allegiance. With no comments or concerns being brought forward, a motion was made by Council member Cotton and seconded by Council member Barbo to close the public hearing.

At 6:00 p.m. the mayor called for a public hearing to inform the public on the recently completed FY 2021 LCDBG Love Louisiana Outdoors Project and conduct a seminar during the public hearing to better inform its citizens of the Fair Housing Program. With no further comments or concerns being brought forward, Council member Cotten made a motion, seconded by Council Member Barbo, with all in favor to adjourn the public hearings.

REGULAR TOWN MEETING

Mayor Michael Tubre and Council of the Village of Harrisonburg, Louisiana, met in regular session on Monday, June 10th, 2024 at 6:05 p.m. at the Village of Harrisonburg Town Hall, 108 Sicily Street, Harrisonburg, Louisiana.

Council Present:  Mayor Michael Tubre, Mayor Pro-Tem Greg Terry, Councilmembers Judy Cotton and Blake Barbo. Also present: Town Attorney Joseph Boothe, Town Clerk Patricia Hefner, Billing Clerk Rachel Gohmert, and Chief of Police Lyndell Atkins.

There being a quorum present, Mayor Tubre called the meeting to order.

A motion was made by Councilmember Terry and seconded by Councilmember Cotten, to accept the May 16th, 2024 meeting minutes as published. The floor was opened for public comment. On vote, the motion carried unanimously.

A motion was made by Councilmember Terry, seconded by Councilmember Cotten, to accept the May 2024 financial reports: transfers, disbursements and budget report. The floor was opened for public comment. On vote, the motion carried unanimously.

A motion was made by Councilmember Barbo, seconded by Councilmember Terry, to appoint the Catahoula News Booster as the Official Journal beginning July 1, 2024 and ending June 30, 2025.

A motion was made by Councilmember Terry, seconded by Councilmember Barbo, to adopt Ordinance#20240516 Salaries of Elected Officials.

Mayor Tubre opened the floor for public comment:

Brenda Washington requested the council consider amending her existing utility contract with the Village of Harrisonburg. A motion was made by Council member Barbo and seconded by council member Terry, allowing an amendment to Brenda Washington’s existing utility contract, decreasing her existing utility contract from $150.00 a month to $100.00 a month while continuing to pay her existing active utility bill by the 15th of each month. With the understanding that if terms of agreement are not met, utilities will be disconnected and the entire balance will have to be paid in full prior to reconnection.

There being no further business to come before the Council, a motion to adjourn was made by Council Member Cotten, and seconded by Council Member Terry at 6:40 p.m. On vote, the motion carried unanimously.

 

VILLAGE OF HARRISONBURG, CATAHOULA PARISH LOUISIANA
ORDINANCE NO. 20240516

 AN ORDINANCE SETTING THE SALARIES OF ELECTED OFFICIALS AND PROVIDING FOR RELATED MATTERS.

Be it ordained by the Board of Aldermen of the Village of Harrisonburg, in legal session convened, Ordinance No. 20210614 is hereby enacted to read as follows.

 PART (1.) REGULAR MEETINGS:

Meeting of the board of aldermen shall be held in accordance with R.S. 33:405 on the second Monday of each month at 6:00 P.M in the town hall.

PART (2) COMPENSATION AND BONDS OF ELECTED OFFICIALS:

  1. Mayor: The annual compensation shall be $9600.00 per year. One-twelfth of the annual compensation shall be paid once a month at $800.00.
  2. Aldermen: The annual compensation shall be $4800.00 per year. One-twelfth of the annual compensation shall be paid once a month at $400.00.
  3. Chief of Police: The annual compensation for a full time Chief of Police shall be $41,600.00 per year. The Chief shall be paid Bi-Weekly at $20.00 per hour or $1600.00 Bi-Weekly.

PART (3) PROVISIONS:

Be it further ordained that if any provision of this Ordinance is held invalid, such invalidity shall not affect other provisions, items or application of this Ordinance, which can be given effect without the invalid provisions, items or application, and to this end the provisions of this Ordinance are hereby declared severable.

PART (4) ORDINANCE 20210613 Repealed.

Be it further ordained that all Ordinances or parts of Ordinances in conflict with this Ordinance are hereby repealed.

Said Ordinance having been introduced on the 16th day of May 2024, by notice of Public Hearing having been published on the 29thth day of May, 2024, said Public Hearing having been held, title having been read and Ordinance considered, on a motion by Terry seconded by Barbo to adopt the ordinance. A record vote was taken and the following result was had:

Whereupon, the Mayor declared the above Ordinance duly adopted on the 10th day of June, 2024.

This ordinance will be effective as of June 10th, 2024 PASSED AND APPROVED.
