The mayor and town council of the Village of Harrisonburg met in Regular Session on Monday, November 14th, 2022 at 6:00 p.m. at the Village of Harrisonburg Town Hall.

Council Members Present:  Mayor Michael Tubre, Council members: Greg Terry, Judy Cotten and Arthurine Watson. There being a quorum present, the mayor called the meeting to order.


On a motion by Council Member Terry, seconded by Council Member Watson, with all in favor, the Council approved October meeting minutes as published.

On a motion by Council Member Watson, seconded by Council Member Terry, with all in favor, the Council approved October Account Transfers, Disbursements and Budget Reports.

On a motion by Council Member Terry, seconded by Council Member Cotten, with all in favor, the Council adopted a Resolution to award the Village of Harrisonburg – Enterprise Water Consolidation Project – Phase I Water Transmission Line, DWRLF Project No.1025004-01 to Womack and Sons Construction Group, LLC.

On a motion by Council Member Watson, seconded by Council Member Terry, with all in favor, the Council adopted a Resolution to award the Village of Harrisonburg – Enterprise Water Consolidation Project – Phase III Water Supply and Treatment – FY 2022 LCDBG No. 2000524896, contract to Womack and Sons Construction Group, LLC.

On a motion by Council Member Terry, seconded by Council Member Cotten, with all in favor, the Council adopted a Resolution to authorize Mayor Tubre to request a CWEF Grant for water system improvements. 

On a motion by Council Member Terry, seconded by Council Member Cotten, with all in favor, the Council adopted a Resolution to authorize Mayor Tubre to request an LGAP Grant to repair the Village of Harrisonburg Fire Department’s Fire Trucks. 

On a motion by Council Member Cotton, seconded by Council Member Terry, with all in favor, the Council adopted a Resolution to authorize submittal of ACT 170 Line-Item appropriation for the purchase of two maintenance trucks.

On a motion by Council Member Terry, seconded by Council Member Cotten, with all in favor, the Council adopted a Resolution giving Preliminary approval to issue taxable water revenue bonds, not to exceed $400,000.00 in appropriations.

On a motion by Council Member Terry, seconded by Council Member Watson, with all in favor, the Council introduced an ordinance authorizing the incurrence of debt and issuance of a taxable water revenue bond, not to exceed $400,000.00.

On a motion by Council Member Terry, seconded by Council Member Cotten, with all in favor, the Council adopted a Resolution to approve the police jury’s appointment of a board for Catahoula District 3 Fire Protection. 

On a motion by Council Member Terry, seconded by Council Member Cotten, with all in favor, the Council adjourned the meeting.
