MINUTES

Mayor Michael Tubre and Council of the Village of Harrisonburg, Louisiana, met in regular session on Thursday, May 16th, 2024 at 6:00 p.m. at the Village of Harrisonburg Town Hall, 108 Sicily Street, Harrisonburg, Louisiana.

Council Present:  Mayor Michael Tubre, Mayor Pro-Tem Greg Terry, Councilmember Judy Cotton and Council member Blake Barbo. Also present: Town Attorney Joey Boothe, Town Clerk Patricia Hefner, Maintenance Superintendent Billy Franklin, Billing Clerk Rachel Gohmert, and Chief of Police Lyndell Atkins.

There being a quorum present, Mayor Tubre called the meeting to order, gave the invocation and led the Pledge of Allegiance.

A motion was made by Councilmember Cotten and seconded by Councilmember Terry, to accept the April meeting minutes as published. The floor was opened for public comment. On vote, the motion carried unanimously.

A motion was made by Councilmember Terry, seconded by Councilmember Barbo, to accept the April 2024 financial reports: transfers, disbursements and budget report. The floor was opened for public comment. On vote, the motion carried.

A motion was made by Councilmember Terry, seconded by Councilmember Cotten, to adopt Resolution 20240516A Steamboat Park – Site Work and Improvements: Awarding, Womack and Sons Construction Group, Inc. Contract #2200968. Mayor Tubre opened the floor for public comment. On vote, the motion carried.

A motion was made by Councilmember Terry, seconded by Councilmember Cotten, to adopt Resolution 20240516B: Phase II Water Storage DWRLF. Awarding, Womack and Sons Construction Group, Inc. the Project No. 1025004-01, contingent on the approval and availability of funds by the Louisiana Department of Health, Drinking Water Revolving Loan Fund Program.

A motion was made by Councilmember Barbo, seconded by Councilmember Terry, to adopt DOTD Resolution 20240516C: Providing DOTD the use of approximately 10 feet beyond existing edge of the west bank of the Ouachita River on the east side of Water St. for permanent placement of riprap. DOTD will maintain the riprap placed in the water street right of way. Mayor Tubre opened the floor for public comment. On vote, the motion carried unanimously.

A motion was made by Councilmember Cotten, seconded by Councilmember Barbo, to adopt the Operating Budget Resolution 20240513D: Accepting the Operating Budget of Revenues in the amount of $539,600 and Expenditures in the amount of $565,500 for the year beginning July 1, 2024 and ending June 30, 2025 and amending the Operating Budget of Revenues in the amount of $539,600 and Expenditures in the amount of $565,500 for the year beginning July 1, 2023 and ending June 30, 2024. Mayor Tubre opened the floor for public comment. On vote, the motion carried unanimously.

A motion was made by Councilmember Terry, seconded by Councilmember Cotten, to adopt Employee Policy 119: Full time employees of the Village of Harrisonburg whom have accounted an average of 36 hours per week are eligible to participate in employee benefits including, vacation, sick leave, holidays, retirement and Insurance plans. Mayor Tubre opened the floor for public comment. On vote, the motion carried unanimously.

A motion was made by Councilmember Terry, seconded by Councilmember Barbo, to adopt the Utilities Policy and Procedures. 114A. Procedures for Disconnects and Reconnects. Mayor Tubre opened the floor for public comment. On vote, the motion carried unanimously.

A motion was made by Councilmember Cotten, seconded by Councilmember Barbo to have a public hearing at 5:45 p.m. on June 10th to consider Ordinance #20240516, Salaries of Elected Officials: Consider increase in Chief of Police Wages.

There being no further business to come before the Council, a motion to adjourn was made by Council Member Cotten, and seconded by Council Member Barbo at 6:40 p.m. On vote, the motion carried unanimously.
