The Mayor and Council of the Village of Harrisonburg, Louisiana, met in regular session on Monday, February 12, 2026, at 6:00 p.m., at the Village of Harrisonburg Town Hall, 108 Sicily Street, Harrisonburg, Louisiana.

ROLL CALL / COUNCIL PRESENT
Present: Mayor Michael Tubre, Mayor Pro-Tem Greg Terry, Councilmember Judy Cotten,
Absent: Councilmember Barbo

There being a quorum present, Mayor Michael Tubre called the meeting to order. Mayor Tubre gave the invocation and led the Pledge of Allegiance.

APPROVAL OF MINUTES

A motion was made by Councilmember Judy Cotten and seconded by Mayor Pro-Tem Greg Terry to approve the January 2026 meeting minutes as published. The floor was opened for public comment. There being none, the motion was put to a vote. Motion carried unanimously.

FINANCIAL REPORTS

A motion was made by Mayor Pro-Tem Greg Terry and seconded by Councilmember Judy Cotten to accept the January 2026 financial reports, including transfers, disbursements, and the budget report. The floor was opened for public comment. There being none, the motion was put to a vote. Motion carried unanimously.

APPOINTMENT – OFFICIAL JOURNAL
A motion was made by Mayor Pro-Tem Greg Terry and seconded by Councilmember Judy Cotten to appoint The Jena Times as the official journal. The floor was opened for public comment. There being none, the motion was put to a vote. Motion carried unanimously.

CUSTOMER CONTRACT
A motion was made by Mayor Pro-Tem Greg Terry and seconded by Councilmember Judy Cotten to accept Customer Contract No. 153535. The floor was opened for public comment. There being none, the motion was put to a vote. Motion carried unanimously.

PUBLIC COMMENT
Mayor Michael Tubre opened the floor for public comment. The Council discussed:

  • Receiving quotes to add cameras to the town park, town hall, and fire department.
  • Adding signage and reservation notices for the tennis and basketball courts.
  • Park hours and gate locking procedures.

There being no further business to come before the Council, a motion to adjourn was made by Councilmember Judy Cotten and seconded by Mayor Pro-Tem Greg Terry at 6:40 p.m. The motion was put to a vote. Motion carried unanimously.
