The Mayor and Council of the Village of Harrisonburg met in regular session on Monday, March 9, 2026, at 6:00 p.m. at the Village of Harrisonburg Town Hall, 108 Sicily Street, Harrisonburg, Louisiana.
ROLL CALL / COUNCIL PRESENT
Present: Mayor Michael Tubre, Mayor Pro-Tem Greg Terry, Councilmember Judy Cotten, and Councilmember Blake Barbo.
Also present: Town Attorney Joey Boothe.
There being a quorum present, Mayor Michael Tubre called the meeting to order. Mayor Tubre gave the invocation and led the Pledge of Allegiance.
APPROVAL OF MINUTES
A motion was made by Councilmember Cotten and seconded by Councilmember Terry to approve the February 2026 meeting minutes as published. The floor was opened for public comment. There being none, the motion was put to a vote. Motion carried unanimously.
FINANCIAL REPORTS
A motion was made by Mayor Pro-Tem Terry and seconded by Councilmember Barbo to accept the February 2026 financial reports, including transfers, disbursements, and the budget report. The floor was opened for public comment. There being none, the motion was put to a vote. Motion carried unanimously.
FIRE DEPARTMENT
The Mayor and Council discussed matters concerning the Village of Harrisonburg Fire Department and the importance of maintaining standards necessary to improve the Village’s fire protection insurance rating.
Discussion included the need for the Fire Department to maintain a minimum of four active volunteer firefighters available for response at any given time. It was noted that the same volunteers are not required for each response, provided that at least four qualified volunteers are available when needed. The Council also emphasized the importance of recruiting and retaining volunteers to ensure adequate coverage for emergency situations.
The Council noted that regular training and meetings are necessary to ensure firefighters remain properly prepared and that all training activities should be documented. Maintaining records of meetings and training helps demonstrate compliance with fire protection standards used in determining the Village’s insurance rating.
In addition, the Mayor and Council discussed the importance of ensuring that all fire trucks and firefighting equipment remain operational and properly maintained. The Fire Department currently has five new sets of personal protective equipment (PPE) and two operational fire trucks. Routine inspections and maintenance are necessary to guarantee that equipment is ready for emergency response when needed.
The Council acknowledged that meeting these requirements is essential to maintaining the Village’s fire protection capabilities and may positively impact insurance costs for residents and businesses within the Village. The matter will continue to be monitored as the Village works to support the Fire Department and its volunteer members.
PUBLIC COMMENT
Mayor Michael Tubre opened the floor for public comment. There being no further business to come before the Council, a motion to adjourn was made by Councilmember Judy Cotten and seconded by Mayor Pro-Tem Greg Terry at 6:50 p.m. The motion was put to a vote. Motion carried unanimously.
