Council Meeting
August 10th, 2026 – 6:00 P.M.

MINUTES

The Mayor and Council of the Village of Harrisonburg, Louisiana, met in regular session on Monday, August 10, 2026, at 6:00 p.m. at the Village of Harrisonburg Town Hall, 108 Sicily Street, Harrisonburg, Louisiana.

ROLL CALL

Present: Mayor Michael Tubre; Council Member Greg Terry; Council Member Judy Cotten; Council Member Blake Barbo; Town Attorney Joey Boothe; and Superintendent Billy Franklin.

A quorum being present, Mayor Tubre called the meeting to order. Mayor Tubre gave the invocation and led the Pledge of Allegiance.

APPROVAL OF MINUTES

A motion was made by Council Member Cotten and seconded by Council Member Barbo to approve the minutes of the July 2026 regular council meeting as published. Upon vote, the motion carried unanimously.

FINANCIAL REPORTS

A motion was made by Council Member Terry and seconded by Council Member Cotten to approve the July 2026 financial reports, including transfers, disbursements, and the budget report. Upon vote, the motion carried unanimously.

OPEN DISCUSSION

Superintendent Billy Franklin presented quotes from JSB for repairs to Monroe Street, Catahoula Street, and Adams Street. The Council discussed the need to obtain additional quotes for the proposed road repairs before making a final decision. No formal action was taken.

Town Attorney Joey Boothe announced that, because he had qualified unopposed for the Division B judgeship, he needed to step down as Town Attorney effective immediately. Boothe recommended Alyssa Mulligan for the position, stating that she had worked alongside him and was knowledgeable about the Town’s procedures.

AMENDMENT OF AGENDA

A motion was made by Council Member Terry and seconded by Council Member Barbo to orally amend the agenda to acknowledge the resignation of Town Attorney Joey Boothe and to consider the appointment of a new Town Attorney. The matter required immediate consideration because Boothe had qualified unopposed for the Division B judgeship and needed to step down as Town Attorney effective immediately. Upon vote, the motion carried unanimously.

APPOINTMENT OF TOWN ATTORNEY

Mayor Michael Tubre appointed Alyssa Mulligan as Town Attorney for the Village of Harrisonburg. A motion was made by Council Member Barbo and seconded by Council Member Terry to approve the mayor’s appointment of Alyssa Mulligan. Upon vote, the motion carried unanimously.

ADJOURNMENT

There being no further business to come before the Council, a motion to adjourn was made by Council Member Cotten and seconded by Council Member Terry. Upon vote, the motion carried unanimously. The meeting adjourned at 7:15 p.m.
