VILLAGE OF HARRISONBURG
REGULAR TOWN MEETING 20251013

Mayor Michael Tubre and the Council of the Village of Harrisonburg, Louisiana, met in regular session on Monday, September 8, 2025, at 6:00 p.m. at the Village of Harrisonburg Town Hall, 108 Sicily Street, Harrisonburg, Louisiana.

Council Present: Mayor Michael Tubre, Mayor Pro-Tem Greg Terry, and Councilmember Judy Cotton.
There being a quorum present, Mayor Tubre called the meeting to order. Mayor Pro-Tem Greg Terry gave the invocation, and Mayor Tubre led the Pledge of Allegiance.

Audit Presentation:
John Vercher of Vercher Group presented the Audit for Fiscal Year Ending June 2025. Mr. Vercher reported that the Village of Harrisonburg received a clean audit opinion, which is the highest rating an audit can achieve. He stated that the Village’s financials are in good standing.

A motion was made by Councilmember Terry and seconded by Councilmember Cotten to accept the September, 2025, meeting minutes as published. The floor was opened for public comment. On vote, the motion carried.

A motion was made by Councilmember Cotten and seconded by Councilmember Terry to accept the September 2025 financial reports: transfers, disbursements, and budget report. The floor was opened for public comment. On vote, the motion carried.

A motion was made by Councilmember Terry and seconded by Councilmember Cotten to add a utility contract to the agenda.  Motion carried.

A motion was made by Councilmember Terry and seconded by Councilmember Cotten to approve Utility Contract #163280 due to a water leak, allowing the customer to pay $100.00 per month toward their outstanding balance in addition to their regular monthly utility bill, until the previous excessive water leak balance is paid in full.  Motion carried.

Public Comment:
Mayor Tubre opened the floor for public comment. It was announced that Spirits on the Hill will be held October 17–18, 2025, and Trunk or Treat will take place on Friday, October 31, 2025, from 5:00 p.m. to 7:00 p.m.

Community Clean-Up Initiative:
The Village of Harrisonburg continues to encourage all residents to take pride in their community by cleaning up around their property.

There being no further business to come before the Council, a motion to adjourn was made by Councilmember Cotten and seconded by Councilmember Terry at 6:36 p.m. On vote, motion carried.
