20230109 HARRISONBURG TOWN MEETING
The mayor and town council of the Village of Harrisonburg met in Session on Monday, January 9th, 2023 at 6:00 p.m. at the Village of Harrisonburg Town Hall.
Council Members Present: Mayor Michael Tubre, Council members: Greg Terry, Judy Cotten and Blake Barbo. There being a quorum present, the mayor called the public hearing to order.
Mayor Tubre opened the floor to allow comments and obtain views on taxable water revenue bond series 2023, in the amount not to exceed $400,000.00. With no comments or concerns being brought forward, Council member Terry, made a motion, seconded by Council Member Cotten, with all in favor to adjourn the public hearing and open the regular meeting.
On a motion by Council Member Terry, seconded by Council Member Cotten, with all in favor, the Council adopted Resolution 20230109: finding and determining that a public hearing has been held and that no petition has been filed objecting to the proposed issuance of its taxable water revenue bonds in the amount not to exceed four hundred forty thousand dollars and authorizing the officials to proceed with the preparation of the documents required for the issuance of such bonds and providing for other matters in connection therewith.
On a motion by Council Member Terry, seconded by Council Member Cotten, with all in favor, the Council adopted Ordinance 20230109: Authorizing the incurring of debt and issuance of taxable water revenue bond series 2023, in the amount not to exceed $440,000.00 By the Village of Harrisonburg, and providing for other matters in connection therewith.
On a motion by Council Member Cotten, seconded by Council Member Terry, with all in favor, the Council approved November meeting minutes as published.
On a motion by Council Member Terry, seconded by Council Member Barbo, with all in favor, the Council approved November account transfers and budget items.
On a motion by Council Member Cotten, seconded by Council Member Barbo, with all in favor, the Council approved December account transfers and budget items.
On a motion by Council Member Terry, seconded by Council Member Cotten, with all in favor, the Council appointed Patricia Hefner as the Town Clerk and Tax Collector.
On a motion by Council Member Terry, seconded by Council Member Barbo, with all in favor, the Council appointed Billy Franklin as the Utility Superintendent and Street Commissioner.
On a motion by Council Member Cotten, seconded by Council Member Terry, with all in favor, the Council appointed Joseph Boothe as the Municipal Attorney and Court Magistrate.
On a motion by Council Member Cotten, seconded by Council Member Terry, with all in favor, the Council appointed Council Member Greg Terry as Mayor Pro-Tem.
On a motion by Council Member Terry, seconded by Council Member Cotton, with all in favor, the Council accepted the resignation of the Fire Chief and Assistant Fire Chief.
On a motion by Council Member Cotten, seconded by Council Member Terry, with all in favor, the Council adjourned the meeting.
