PROCEEDINGS OF PUBLIC HEARINGS OF THE MAYOR AND BOARD OF ALDERMEN OF THE VILLAGE OF HARRISONBURG, STATE OF LOUISIANA, HELD ON MONDAY, July 10thTH, 2023.
A public hearing was held by the Mayor and Board of Aldermen of the Village of Harrisonburg, State of Louisiana (the “Governing Authority”), at its regular meeting place, the Town Hall, 108 Sicily Street, Harrisonburg, Louisiana, on Monday, June 12th, 2023, at six o’clock (6:00) p.m.

Said Governing Authority was duly convened as the governing authority of the Village of Harrisonburg, State of Louisiana (the “Village”) by Michael Tubre, Mayor who then stated that the Governing Authority was ready for the transaction of business.
It was then announced that this Governing Authority would discuss, answer questions and hear any objections pertaining to the proposed Ordinance #20230710: Kratom. An Ordinance to ban the sale of Kratom within the Village of Harrisonburg and offering provisions of set penalties.
After this explanation, the mayor stated that the Governing Authority would proceed in open and public session to discuss, answer questions and hear any and all objections to the proposed Ordinance. He then called for questions, objections and/or petitions from any interested parties at the meeting and from members of the Governing Authority. He then asked for any petitions or written objections filed with the Village.
There was no one present who either offered any objections, and no petitions. The mayor called the public hearing closed.
It was then announced that this Governing Authority would discuss, answer questions and hear any objections pertaining to the proposed Ordinance #20230612: Clerks Duties and Salary.
After this explanation, the mayor stated that the Governing Authority would proceed in open and public session to discuss, answer questions and hear any and all objections to the proposed Ordinance. He then called for questions, objections and/or petitions from any interested parties at the meeting and from members of the Governing Authority. He then asked for any petitions or written objections filed with the Village.
There was no one present who either offered any objections, and no petitions to said Ordinance.
There being no further questions or discussion, the mayor moved, a motion was made by Cotten and was seconded by Barbo and unanimously adopted that the public hearings be closed.
20230710 HARRISONBURG TOWN MEETING
The mayor and town council of the Village of Harrisonburg then met in Regular Session on Monday, July 10th, 2023 at 6:10 p.m. at the Village of Harrisonburg Town Hall.
Council Members Present: Mayor Michael Tubre, Council members: Greg Terry, Judy Cotton, and Blake Barbo. There being a quorum present, the mayor called the meeting to order.
On a motion by Council Member Terry, seconded by Council Member Barbo, with all in favor, the Council approved June 12th meeting minutes as published.
On a motion by Council Member Cotten, seconded by Council Member Barbo, with all in favor, the Council approved June 26th special meeting minutes as published.
On a motion by Council Member Terry, seconded by Council Member Cotten, with all in favor, the Council approved June account transfers, disbursements and budget items.
On a motion by Council Member Terry, seconded by Council Member Cotten, with all in favor, the Council adopted Ordinance 202300710 Kratom: An Ordinance to ban the sale of Kratom within the Village of Harrisonburg and offering provisions of set penalties.
On a motion by Council Member Cotten, seconded by Council Member Barbo, with all in favor, the Council Ordinance 20230612 Town Clerk Duties and Salary: An Ordinance setting town clerk duties and salary.
On a motion by Council Member Cotten, seconded by Council Member Terry, with all in favor, the Council adopted Resolution 20230710: Levying the 2023 tax roll on all property subject to taxation at 7.33 mills and other matters.
On a motion by Council Member Terry, seconded by Council Member Barbo, with all in favor, the Council appointed Ethan House as the Village of Harrisonburg Fire Chief.
On a motion by Council Member Cotten, seconded by Council Member Barbo, with all in favor, the Council tabled the appointment of Parks and Recreation Director.
Town Attorney, Joseph Boothe announced the Harrisonburg Service League Auction will be on July 17th at Wallace Ridge Pentecostal Church in the family life center at 6:00 pm.
On a motion by Council Member Cotten, seconded by Council Member Terry, with all in favor, the Council adjourned the meeting.
