VILLAGE OF HARRISONBURG

20240715 – PUBLIC HEARING AND REGULAR TOWN MEETING

Mayor Michael Tubre and Council of the Village of Harrisonburg, Louisiana, met in regular session on Monday, July 15th, 2024 at 6:00 p.m. at the Village of Harrisonburg Town Hall, 108 Sicily Street, Harrisonburg, Louisiana.

Council Present:  Mayor Michael Tubre, Mayor Pro-Tem Greg Terry, and Councilmembers Judy. Also present: Town Attorney Joey Boothe. Town Clerk Patricia Hefner, Superintendent Billy Franklin and Billing Clerk Rachel Gohmert.

There being a quorum present, Mayor Tubre called the meeting to order, gave the invocation and led the Pledge of Allegiance.

A public hearing was held to allow comments and obtain views on Considering levying additional or increased millage rates without further voter approval or adopting the adjusted millage rates after reassessment and rolling forward to rates not to exceed the prior year’s maximum. The estimated amount of tax revenues to be collected in the next year from the increased millages is $12.993.72 and the amount of increase in taxes attributable to the millage increase is $1,608.56. With no comments or concerns being brought forward, Council member Terry made a motion, seconded by Council Member Cotten, with all in favor to close public hearing comments at 6:04 P.M. 

Mayor Tubre called the Regular Town Meeting to order at 6:05 p.m.

A motion was made by Councilmember Cotten and seconded by Councilmember Terry, to accept the June 10th, 2024 meeting minutes as published. The floor was opened for public comment. On vote, the motion carried unanimously.

A motion was made by Councilmember Terry, seconded by Councilmember Cotten, to accept the June 2024 financial reports: transfers, disbursements and budget report. The floor was opened for public comment. On vote, the motion carried unanimously.

A motion was made by Councilmember Cotten, seconded by Councilmember Terry, to adopt Millage Resolution 1. The floor was opened for public comment. On vote, the motion carried unanimously.

A motion was made by Councilmember Terry, seconded by Councilmember Cotten, to adopt Millage Resolution 2. The floor was opened for public comment. On vote, the motion carried unanimously.

There being no further business to come before the Council, a motion to adjourn was made by Council Member Cotten, and seconded by Council Member Terry at 6:25p.m. On vote, the motion carried unanimously.

MILLAGE RESOLUTION 1
ON A MOTION BY COUNCIL MEMBER COTTEN, DULY SECONDED BY COUNCIL MEMBER TERRY, THE FOLLOWING RESOLUTION WAS OFFERED TO WIT:

RESOLUTION NO. 1

            BE IT RESOLVED, by the Village of Harrisonburg, (Taxing district) of the Parish of Catahoula, Louisiana, in a public meeting held on July 15th  2024, which meeting was conducted in accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the following adjusted millage rates be and they are hereby levied upon the dollar of the assessed valuation of all property subject to ad valorem taxation within said Parish for the year 2024, for the purpose of raising revenue:

General Alimony                                 MILLAGE                     6.42 mills

            BE IT FURTHER RESOLVED that the Assessor of the Parish of Catahoula, shall extend upon the assessment roll for the year 2024 the taxes herein levied, and the tax collector of said Parish shall collect and remit the same to said taxing authority in accordance with law.

            The foregoing resolution was read in full; the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

RESOLUTION NO. 2
ON A MOTION BY COUNCIL MEMBER TERRY, DULY SECONDED BY COUNCIL MEMBER COTTEN, THE FOLLOWING RESOLUTION WAS OFFERED TO WIT:

RESOLUTION NO. 2

            BE IT RESOLVED, by the Village of Harrisonburg (Taxing district) of the Parish of Catahoula Louisiana, in a public meeting held on July 15,  2024, which meeting was conducted in accordance with the Open Meetings Law and the additional requirements of Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B), that the taxing district voted to increase the millage rate(s), but not in excess of the prior year’s maximum rate(s), on all taxable property shown on the official assessment roll for the year 2024, and when collected, the revenues from said taxes shall be used only for the specific purposes for which said taxes have been levied. Said millage rate(s) are:

 GENERAL ALIMONY         Adjusted Rate 6.420 mills        2024 Levy 7.330 mills

            BE IT FURTHER RESOLVED that the Assessor of the Parish of Catahoula shall extend upon the assessment roll for the year 2024 the taxes herein levied, and the tax collector of said Parish shall collect and remit the same to said taxing authority in accordance with law.

The foregoing resolution was read in full; the roll was called on the adoption thereof, and the resolution was adopted by no less than two-thirds of the total membership of the taxing authority voting in favor as required by Article VII, Section 23(C) of the Louisiana Constitution and R.S. 47:1705(B). The votes were:

            YEAS: 2   NAYS: 0 ABSTAINED: 0   ABSENT: 1
