Council Meeting
October 09, 2023 – 6:00 P.M.

MINUTES

Mayor Michael Tubre and Council of the Village of Harrisonburg, Louisiana, met in regular session on Monday, October 9th, 2023 at 6:00 p.m. at the Village of Harrisonburg Town Hall, 108 Sicily Street, Harrisonburg, Louisiana.

Council Present:  Mayor Michael Tubre, Mayor Pro-Tem Greg Terry, Councilmember Judy Cotton, Councilmember Blake Barbo. There being a quorum present, Mayor Tubre called the meeting to order.

Mayor Tubre gave the invocation, followed by the Pledge of Allegiance.

A motion was made by Councilmember Cotton and seconded by Councilmember Terry, to accept the September 11, 2023, regular meeting minutes as published. The floor was opened for public comment. On vote, the motion carried unanimously.

A motion was made by Councilmember Terry, seconded by Councilmember Cotten, to accept the September 2023 financial reports: transfers, disbursements and budget report. The floor was opened for public comment. On vote, the motion carried unanimously.

A motion was made by Councilmember Terry, seconded by Councilmember Cotten, to approve a resolution 20231009 authorizing Mayor Tubre or his designee, Patricia Hefner, the application for and acceptance of a grant, if awarded, from Firehouse Subs Public Safety Foundation, Inc., authorizing the execution of documents relative to the submission and later acceptance of such grant.

A motion was made by Councilmember Terry and seconded by Councilmember Cotton, to introduce an amendment to the Criminal Code Ordinance, updating the schedule of fines. The floor was opened for public comment. On vote, the motion carried unanimously.


A motion was made by Councilmember Terry and seconded by Councilmember Barbo, to introduce an amendment to the Utility Regulations Ordinance setting the garbage rates to 9.50 per month, changing the delinquent bill due date to the 10th of each month and the disconnect date to the 20th of each month.  The floor was opened for public comment. On vote, the motion carried unanimously.

A motion was made by Councilmember Terry, seconded by Councilmember Cotten, to approve a contract agreement with inactive customer account number 144010. The agreement stating customer will pay $150.00 on her delinquent inactive account, while continuing to pay her new service account location on time, each month. Acknowledging that if either account is not paid, the active account will be disconnected with the entire balance of both accounts due prior to a reconnect.

A motion was made by Council Member Terry, seconded by Council Member Cotten, to approve a resolution 20231009A authorizing Mayor Michael Tubre to sign a contract with Talbot, Carmouche & Marcello Law Firm concerning the class action law suit regarding PFAS.

Mayor Tubre opened the floor for discussion:

Councilmembers discussed for the month of December a Winter Wonderland in the Village, while encouraging churches and businesses to join in the lighting of the village. Council agreed the Bethlehem scene and walk through of lights would need to be included in the village planning.

There was a discussion concerning the Village Street Lights. Mayor Tubre asked Superintendent Billy Franklin to check on the streetlights that are not working, while making sure the lights are not being paid by both the village and the customer.  

The Village of Harrisonburg council members agreed in their decision on the 2023 trick-or-treat date and time set for Oct. 31st from 5:00 – 7:00 p.m. in the Village. Blocking off Catahoula Street and possibly short street and Sicily Street for the safety of children.

There being no further business to come before the Council, a motion to adjourn was made by Council Member Cotton, and seconded by Council Member Barbo at 7:33 p.m. On vote, the motion carried unanimously.
