EMPLOYEE BENEFITS POLICY
Full time employees of the Village of Harrisonburg whom have accounted an average of 36 hours per week are eligible to participate in employee benefits.

HOLIDAYS
Full time town employees will be given 13 paid holidays per year.

If a major holiday falls on Saturday the Friday becomes the holiday. If a holiday falls on Sunday, then the following Monday becomes the holiday.
The mayor may change or proclaim holidays as he/she deems appropriate.
Full time employees required to work on a paid holiday will be paid holiday pay at double time for all physical time worked.
VACATION LEAVE
An employee earns vacation based upon his hours served as a town employee. Vacation hours cannot be carried from year to year. Earned vacations for a full-time employee are as follows:
0 Less than 1 year
2 weeks after first year completed
3 weeks after 5 years completed
4 weeks after 10 years completed
Vacation leave may be taken with the approval of the employee’s department head. However, vacation leave is permissive and may be denied by the heads of the departments or the mayor when conditions are such that the ordinary work of the town could not be performed adequately if vacation leave were granted.
If an employee is unable to use all vacation time by year end, the village will pay out a maximum of 40 unused vacation hours at the end of the year.
January 1st of each year, full time employees whom have accounted a minimum average of 36 hours per week will receive 96 hours of sick leave per year.
Unused sick time may be carried forward up to a maximum of 240 hours (30 days) of sick leave.
Sick leave of three consecutive days requires a doctor’s certificate. Department heads shall be responsible for the application of this provision so that there will be no abuse of sick leave.
An employee who has exhausted his sick leave and vacation allowances and who has furnished medical proof acceptable to the mayor that he or she is still unable to perform their job because of illness or accidental injury may be granted a disability leave of absence without pay for up to one year. A medical release is required to return to work within the year.
The health plan includes coverage for employee and their legal dependents. The employee is required to enroll in the plan within 30 days of employment if they choose to be covered. The employee’s health insurance will be paid by the Village of Harrisonburg. The dependent coverage will be paid by the employee. Dependent coverage will be deducted from the employee’s paycheck.
The Village of Harrisonburg also participates in a tax deferred cafeteria plan for payment of Aflac insurance premiums in which the full insurance premium is deducted from the employee’s paycheck before taxes.
IRA PLAN – RETIREMENT
The Village of Harrisonburg participates in an employee pension plan. The employee may choose the amount of funds to be placed in their retirement plan or may opt out.
The Village of Harrisonburg will match the employees amount of funds to be placed in their retirement plan, at a maximum of 3% of employees’ wages.
