Council Meeting
November 13, 2023 – 6:00 P.M.
MINUTES
Mayor Michael Tubre and Council of the Village of Harrisonburg, Louisiana, met in regular session on Monday, November 13th, 2023 at 6:00 p.m. at the Village of Harrisonburg Town Hall, 108 Sicily Street, Harrisonburg, Louisiana.
Council Present: Mayor Michael Tubre, Mayor Pro-Tem Greg Terry, Councilmember Judy Cotton. Absent: Councilmember Blake Barbo. There being a quorum present, Mayor Tubre called the meeting to order.
Mayor Tubre gave the invocation, followed by the Pledge of Allegiance.
A PUBLIC HEARING was held for the adoption of an ordinance to update and amend the Criminal Code of Ordinances 20231113-001; updating and amending Offenses and Miscellaneous Fines and Penalties. No further comment was heard.
A PUBLIC HEARING was held for the adoption of an ordinance to amend and modify the Utility Regulations Ordinance 20231113A-002; updating and amending the General Rates and Fees: Garbage Rates, utilities Delinquent date moved to the 10th of each month and Disconnect Date moved to the 20th of each month. No further comment was heard.
A motion was made by Councilmember Cotton and seconded by Councilmember Terry, to accept the October 09, 2023, regular meeting minutes as published. The floor was opened for public comment. On vote, the motion carried unanimously.
A motion was made by Councilmember Terry, seconded by Councilmember Cotten, to accept the October 2023 financial reports: transfers, disbursements and budget report. The floor was opened for public comment. On vote, the motion carried unanimously.
A motion was made by Councilmember Terry, seconded by Councilmember Cotten, updating and amending Offenses and Miscellaneous Fines and Penalties: Ordinance #20231113-001. The floor was opened for public comment. On vote, the motion carried unanimously.
A motion was made by Councilmember Terry and seconded by Councilmember Cotton, to adopt ordinance 20231113A-002 Utility Regulations. The floor was opened for public comment. On vote, the motion carried unanimously.
A motion was made by Councilmember Cotten, seconded by Councilmember Terry, to approve a contract agreement with inactive customer account number 144010. The agreement stating customer will pay $100.00 on her delinquent inactive account, while continuing to pay her new service account location on time, each month. Acknowledging that if either account is not paid, the active account will be disconnected with the entire balance of both accounts due prior to a reconnect.
Mayor Tubre opened the floor for discussion:
There was a discussion concerning the Village of Harrisonburg Christmas in the Village Fundraiser. The Village has received $300.00 in donations within the first two weeks. These funds will support the Village in our efforts to light up the Village during the month of December.

There being no further business to come before the Council, a motion to adjourn was made by Council Member Cotton, and seconded by Council Member Terry at 7:28 p.m. On vote, the motion carried unanimously.
